Liner not flush w/ block

Is it common for liners not to be 100% flush with the cylinder deck? I have one that is just barely below the surface. Not sure if this could lead to an issue but thought I'd ask........... see pic. I recently picked up the used motor from a wrecked P38.

I just pulled the heads off my Disco and the liners looked just like that. I can't say if that is good or bad, but I am thinking it's ok.

I would almost swear that mine looked exactly the same when I rebuilt the P38 I had. And it turned out just fine. Damn I miss that truck!
