IACV: does it let dirty air into engine?

I was cleaning my intake hose because I used to use a K&N filter, there was some dirt inside the walls of the hose. I noticed that the IACV hose(the smaller L shaped hose that connects to the intake hose) is very dirty inside.

I read the description of the IACV on the RAVE, but still a little confused. Is it letting non-filtered air into the engine? It kinda defeats the purpose of having an air filter then..

No it doesn't let unfiltered air in - and it's the K&N that allowed the fine dirt in. Man I hate those things.....
