I believe it differs and is mandated by each state, but here in SC, if you carry comprehensive insurance coverage, your insurance company MUST replace your damaged windshield for free with no deductible and no recordable incident on your policy. They are allowed to evaluate for repairability. For example, if it's only chipped, they'll likely repair it with epoxy. If it's cracked accross the field of vision, they cannot repair and must replace. All has to do with the number of accidents due to poor visibility associated with the sun hitting cracked or scratched windshields..
None of the insurance companies advertise this point. Many don't even know about it. State Farm actually told me about it and replaced two windshields for me on a CIVIC I once had. One of those incidents was even due to an intentional act of vandalism (brick through the windshield). The second was a rock kicked up from a truck. When the D1 got a chip, I called my current insurance company, USAA, and they denied the claim until I pushed it. Same story. After checking their state-specific policy constraints, they repaired FREE OF CHARGE, with NO DEDUCTIBLE and NO INCREASE IN PREMIUMS.
In short, move to SC.
