94 engine gearing problems (loud)

Sounds like it has lowered gearing or something. Engine is louder than normal - revs up faster. Every gear sounds lower than normal. Anyone know what this could be? It happened suddenly too; just driving then a lot louder. No noticable driving differences.

Has the viscous-fan clutch seized so the fan is running all of the time? Shut down engine, when cool the fan should turn fairly freely by hand.

the fan doesn't turn easily when engine is off, but it is producing some major wind under the bonnet. It kind of sounds like the fan is running.
