I think it sounds like your starter is getting less than battery voltage because of excessive resistance in the circuit. The circuit includes the starter motor and the battery. But don't test the battery by spending 200 bucks to see if it fixes anything.
Who would you take a ZF trans to get it repaired? Rover just got replacement units for us. I have always heard some people fix them but I've never found anyone who I believed when He told me he could do it.

Timing chains suffer from the long service intervals. It's the most effected part of the engine they say. 16,000 mile oil change interval is just a selling point. It's not based on fact.
I looked at one of them. I see it's a long list of vehicles that need engines I assume. Keep in mind that for some reason a lot of Land Rover guys out there are scared of this thing. So I'm guessing a good portion of those could be repaired. and less than half are really junk.
