99 D1 - Was able to engage OK, not seems to be stuck. Lever moves, doesn't feel like it goes the whole way to the right. I can get High and Low. How do I get it to disengage?

When I bought my rig, there was a trailer hitch in the receiver. I pulled the pin...didn't budge, beat on it, put a scissor jack on it, WD-40, Heat and combinations of all the above. I have not tried the tree and chain technique. Any thoughts on getting this think dislodged would be appreciated.
