Pin 16 on the OBD2 connector carries voltage, wire colour is RW, wire goes to Satellite Fuse box B2, fuse F3, battery voltage is carried constantly.

Yep.....got the same problem on a late 1996 D1.
Spent hours checking the OBD2 connector and traced out every single wire back from the connector. Checked for continuity, checked all connectors in between.
Gave up in the end, have been able to connect an OBD2 scanner.

Took the plugs out of my D1 at the weekend, four plugs in one bank were ok, nice tan colour, no deposits.
The four plugs in the other bank had heavy carbon build up, dry and very sooty.
What would cause one bank to run rich?
Where do i start looking?
Got 95,000km on the clock.

Got a 1996 with 90,000 kms on the clock, fitted a fuel pressure gauge last night, and have a problem with the fuel presure.
With the ignition on the pressure is 20 psi. Turn it off and slowly the pressure drops to zero, within a minute.
Start up the engine and the pressure is 36...
Are your stop lights working?...if they are, then its not the fuse, they share the same circuit.
The fuse is behind the trim panel, under the steering column, main fuse panel , fuse 1.
