You might take the switch apart and find the brass or copper contact plates. I found little bumps that had formed. I took a Dremel and sanded down the bumps then polished the plates. The switch is no longer intermittent. The hardest part will be putting the switch back together correctly.

I checked the voltage again with a different multimeter. I received voltage for a short period around 12-15 Volts. So I think it might be the pump. Question is, would this cause the Check Engine light not to come on before turning the key to crank over?
