The two problems may be unrelated. Have you popped off the plastic cover of the shifter? There's a clip that can break or pop out. If that's the case, you can't shift.

Can you manually adjust the idle down a bit or is the linkage loose? To the right of your actuator diaphram is the cable and it may be able to be adjusted. I'd drive it if it was a short distance.
